Deputy Minister of Energy of the Republic of Bulgaria

Kiril Temelkov is an energy expert with over 25 years of practical experience in the field of energy, corporate and project management, infrastructure development, logistics and gas flow management, as well as activities related to the development of the natural gas market. In May 2026, he was appointed Deputy Minister of Energy of the Republic of Bulgaria.

His professional path is related to active participation in the development of the rules for the natural gas sector, the development of international energy projects, expert support in the development of large investment projects in Bulgaria by international companies. Between 2011 and 2015, he was the Executive Director of Bulgartransgaz EAD.  From 2016 until his appointment at the Ministry of Energy, he was Deputy Chairman of the Bulgarian Gas Association. In recent years he has a professional interest and gained experience in the development of cross-sectoral energy projects, including complex solutions for carbon capture and utilisation (CCU projects), production of synthetic fuels and other final products from unused energy flows or waste energy, application of innovative hydrogen technologies and renewable sources in optimizing energy costs and reducing carbon emissions, etc.

He has a Master’s degree in Economics and Trade Management from the University of National and World Economy in Sofia. He has completed specializations and international trainings in the field of energy and marketing. He has participated in numerous international and national forums and discussions on energy, energy transition and energy infrastructure development.
