At its meeting today, the Council of Ministers approved a draft agreement between the governments of the Republic of Bulgaria and the United States of America on cooperation on the project to build a new nuclear power capacity at the Kozloduy NPP site and the civil nuclear program of the Republic of Bulgaria.

By a decision of the National Assembly of January 2023, the Council of Ministers is assigned to conduct negotiations and conclude an intergovernmental agreement with the U.S. government for the construction of a new nuclear power capacity at the Kozloduy NPP with AP 1000 technology. The draft agreement is subject to ratification by the National Assembly.

The document aims to create a framework for deepening cooperation on the project to build a new nuclear power capacity at Kozloduy NPP and the civil nuclear program in the Republic of Bulgaria based on the principle of mutual benefit and taking into account the common interests and goals of both countries.

The consultations, the exchange of expert and technical input to achieve progress in the development of the nuclear program of Bulgaria, the participation of entities from third countries in compliance with the applicable national legislation, in the design, construction and commissioning of new nuclear power capacity in Kozloduy NPP, the identification of potential funding, and the promotion of civil nuclear energy within the EU, are among the main activities under the agreement.

For Bulgaria, nuclear energy plays an important role in guaranteeing the national, regional and European energy security. It provides affordable energy and is a key element in the transition to a low-carbon economy.
